Owner-driven agency removal

Steps

The current customer workspace owner submits the exact customer-paid relationship interval ID,
Operation IDs: agencyRelationships.remove
A successful response confirms the interval ended. Delegated access and future commission
Retry a lost response using the same interval, reason, and key. A changed owner, interval,

Read the latest effective interval before displaying the agency or submitting removal:

include ended history. A null result means no interval has taken effect. Interval status alone

does not imply current subscription health, commission eligibility, or code availability.

a nonblank reason, and an `Idempotency-Key`:

eligibility end together; accrued balances, history, workspace data, and billing remain intact.

reason, or conflicting ending returns a conflict, not a new transition.

Removal remains available during billing recovery and does not depend on agency activation gates.

It does not remove referral-only attribution. Customer UI and notification delivery remain pending;

this endpoint does not claim notification completion.
